John Kagia serves as the Director of Policy for the Office of Cannabis Management. He leads the team responsible for policy development and implementation for the medical, adult use, and cannabinoid hemp programs in New York. John also manages the development of research and data systems to measure and track industry performance, and he oversees the deployment of the Office’s educational public health campaigns. Since joining the cannabis industry in 2014, John has been a pioneering industry analyst delivering groundbreaking research into emerging global markets, investment and capital flows, supply chain trends, product innovation, and evolving consumer behavior. He works with policymakers, investors, and business owners to capitalize on emerging opportunities, hedge against risk, and predict market-defining trends. Prior to joining the cannabis industry, John spent a decade delivering market research and strategic intelligence to high-performing organizations across the federal government, technology, and non-profit sectors.
Maggie has 15 years of experience providing agribusiness research, analysis, and education to business owners through land-grant universities, with a specialization in agricultural risk management, niche marketing, and feasibility assessment. Since joining the Office of Cannabis Management in 2022, Maggie has been at the helm of the Office of Cannabis Management’s energy and environmental policy work.
Prior to joining the Office of Cannabis Management as its Deputy Director of Business Incubation, Brian has 30 years of experience as a small commercial organic grower with an emphasis on sustainable practices. In 2015, Brian co-founded the Denver-based Cannabis Conservancy 2015 and co-created the Sun+ Earth Regenerative cannabis certification. As a member of OCM’s Social and Economic Equity Team, he’s been leading efforts to create New York’s Social Economic Equity cannabis incubator.
