Ligia Mathews, CPA

SENIOR PROGRAM ANALYST
Ligia Mathews is an Internal Revenue Agent and Senior Program Analyst with the Internal Revenue Service. She is employed in the Small Business/Self-Employed Division, Examination Headquarters Technical Services. She has over 40 years of experience with this agency. She has worked as a Headquarter Analyst for several programs including marijuana industry compliance on a national level for about six years. As the analyst for marijuana industry compliance, she works on managing the program. This involves such activities as updating technical information on IRS.gov, serving as an advisor for technical issues, coordinating training, and working to achieve strategic goals such as ensuring coordination with various business operating divisions, examination areas, and collaboration with outside stakeholders.

Laurél Ortiz 

GROUP MANAGER FOR THE OFFICE OF FRAUD ENFORCEMENT (OFE) FIELD OFFICE
Laurél Ortiz currently serves as a Group Manager for the Office of Fraud Enforcement (OFE) Field Office. In this role, she oversees a cadre of fraud specialists whose primary role is to assist compliance employees in fostering voluntary compliance through the recommendation of a criminal investigation and/or civil penalties against taxpayers who evade the assessment and/or payment of taxes.

Laurel has extensive fraud experience. She is a Certified Fraud Examiner. She began her career at the IRS in SB/SE Exam as a Revenue Agent. After working as a SEP Agent and a Grand Jury Agent, she decided to become a Fraud Technical Advisor and later a Fraud Technical Enforcement Advisor. Laurel brings fraud knowledge, specialized skills, and passion for removing barriers as OFE continues to move forward in achieving our goals and vision. In 2019, Laurél was detailed to assist with both the Covid Care Credit Project and PPP Loans. She was also detailed in 2021 & 2022, to assist with teaching Marijuana Workshops to Revenue Agents throughout the country.

Laurel has a Bachelor of Accountancy and a Master of Accountancy degree from Avila University. Laurel lives on her farm, near Ft. Worth, TX with her husband, Dominic. In her spare time, she has been a long-time volunteer teaching dance to children who otherwise may not have the opportunity to do so.

Jeff Rodgers

ATTORNEY IN THE IRS OFFICE OF CHIEF COUNSEL’S SMALL BUSINESS/SELF-EMPLOYED (SB/SE) DIVISION
Jeff Rodgers is an attorney in the IRS Office of Chief Counsel’s Small Business/Self-Employed (SB/SE) Division, where he primarily litigates deficiency disputes in the Tax Court. Jeff also assists the Department of Justice Tax Division in litigating various collections- and/or refund-related suits. He joined SB/SE’s marijuana cadre in 2022, as well as the virtual currency/digital assets cadre in 2023. Jeff joined Counsel in 2019 after graduating from the University of Southern California Gould School of Law. In the evenings, he also teaches Undergraduate Law Review at USC.
